Search API - Allow Merge Requests scope results to be filtered by state

Allow Search API callers to the merge_requests scope the ability to filter results by the state field (values: All, Open, Merged or Closed). The state filter should default to All States.

Check the UI designs in the related issue and completed UI work to make sure the API behavior matches the UI behavior
