Show user popover when hovering over avatars
Problem to solve
Improve ability to better identify a user by displaying user data popover when hovering over avatars.
We currently only display the user popover when hovering over their username, but avatars are used more generally and this would provide easier capabilities to check statuses, titles/descriptions, and locations throughout the product.
