Parent group owners cannot see subgroups in list

For subgroups where access should be granted down from the parent group, members of the parent group other than the creator cannot see these subgroups in their own lists

``` ### Summary

I have a group (group-A) with 3 owners including me. I created a subgroup(group-B) of group-A group-B lists the owners of group-A as members but they cannot see group-B in group-A's subgroup list

They can however view group-B by navigating directly to it's URL

What is the current bug behavior?

group-B shows the owners of group-A as members and owners but they cannot see group-B listed under group-A's subgroups

What is the expected correct behavior?

The other owners of group-A would be able to see group-B in group-A's subgroup list without me explicitly re-adding them as an owner of the subgroup

### Steps to reproduce

* Create a new Group (GroupA) as UserX
* Grant UserY owner access to GroupA
* Create a subgroup beneath GroupA called GroupAA
* Log in as UserY and view GroupA's subgroups

* UserY will not see the newly created subgroup in their list

### What is the expected *correct* behavior?
