Add Settings pages search index to top navigation search

We are working on a gitlab-ce~3592632 in https://gitlab.com/gitlab-org/gitlab-ce/issues/50448. This issue is a placeholder for the implementation issue of the final design.

As the product discovery is not done yet, this is currently a skeleton issue for planning purposes only.
