could not select targe branch of merge request when user's preferred language is simplified chineses

Steps to reproduce

  1. create mergerequest
  2. click "change branches" for target branch
  3. select expected target branch

Example Project

1.click "change branches" for target branch in create mergerequest page image 2.click the drop-down menu for target branch in the following page image 3.as you can see above, No matching results is displayed

4.however, when the user's preferred language is English image 5.we can select the expected branch in the same page descriped in step 2 or step 3 image
