Discovery: Support custom Emojis for personal status messages

Problem to solve

With %11.2 we are introducing personal status messages, consisting of an Emoji and a status text.
Via &85 (closed), and Create custom emoji for groups specifically, we are planning to introduce custom Emojis to GitLab, starting on group-level.

Since status messages are global and don't have a "namespace", we should explore how we can make custom Emojis available for status messages as well. With the current plans for custom Emojis, there is no instance-wide option that could be used in this case.
