Optionally exclude discussion from notifications

Problem to solve

I would like to get email notifications when an MR is merged (or whatever triggers a notification), but not when it's commented on.

Further details

I am currently watching a number of Merge Requests (mostly on GitLab itself) because I would like to know when there is some progress/change.

However, they are also actively discussed, as they should be. As I'm not involved with the specific code, this generates a lot of noise for me.

Proposal

Have a third state besides "on" and "off", to enable notification except for comments.
