Allow the "Create Groups" permission to be set by a group.

Our Gitlab has a Group which maps onto an LDAP group, for project managers. We would like to be able to allow all members of that Group to create new Groups for their projects.
Currently we have to manually grant the permission to each member of the team, which can fall out of sync when new project managers are created, or people stop being project managers.
We want to maintain our LDAP server as a "single source of truth" for who is a member of our project management team.

Success looks like being able to give members of a Group the ability to create new Groups.
