[BE] Instance Statistics MVP: users graph

Overview

In &4147 (closed), we describe the need for an instance-level overview of instance activity.

Proposal

On the Instance Statistics page, show a line chart of users over time.

  • The line should represent how the total number of users is changing over time. Include all user types.
