Add Pre-Compile flag for License Scanning

Problem to solve

There is a COMPILE=false option for SAST scanning allowing jobs to run faster. The benefits include faster pipelines and potentially reduced costs by not fetching for dependencies. This capability would also be beneficial for License Scanning and preloading dependency information from the build stage.

Proposal

Add COMPILE=false to license scanning for a consistent experience across scanning
