Namespace list is not complete while trying to transfer project as admin user

Summary

While trying to transfer project via Project > Settings > General > Advanced > Transfer project as a non-root admin account, Select a new namespace drop-down list doesn't show all the available namespaces. It only shows the namespaces that the admin user has access to. Since admin users are able to transfer projects to any namespace, the dropdown list should show all the available namespaces.

Steps to reproduce

  • As root user,
    • Create a Project
    • Create a Group
    • Create a user and make it admin
  • As the above admin user,
    • Go to Project > Settings > General > Advanced > Transfer project
    • When you click on Select a new namespace, it won't show the group we just created because we haven't given permission for the new user to the group.

Select a new namespace drop-down list doesn't show all the namespaces. It just shows the ones that the admin user has explicit access to.

What is the expected correct behavior?

Select a new namespace drop-down list should show all the namespaces.
