Clean up duplicate CSS rules to truncate strings with ellipsis

We have a number of instances where we use the exact same three CSS rules to trigger ellipsis truncation on strings.

Bootstrap 4 provides a class, text-transform, which applies the rules necessary to truncate text.

This issue is for going through our existing SCSS and replacing the duplicate rules with the usage of said class.
