Enable CI for Merge Requests

Problem to solve

When somebody forks my repository and sends a Merge Request, the CI does not run.

Proposal

I believe forks should have the CI (with Shared Runners) enabled automatically, so that CI at least runs when somebody raised a Merge Request. Or perhaps this could be solved if there was a banner explaining how the contributor can enable their CI. Assume the contributor is a gitlab first time user.
