Prefer Specific Runners

Description

I use gitlab.com and have access to my own machine in the Specific Runners pool and the slower Shared Runners too.

I would prefer to use my Specific Runners when they are available. It is painful to see a job go to the Shared Runners (and take 10x as long) instead of go to my box when it is available...

Or to avoid breaking backcompat, perhaps introduce a new option?

Sorry if this is a gitlab UI / configuration issue... should I file a report at https://GitLab.com/gitlab-org/gitlab-ce/issues in that case?
