Ability to "comment" on a line of code in the MR

Ability to comment on a line of code in a MR without it requiring to be resolved (similar to adding a comment to the MR directly instead of a discussion)

There are times where a reviewer wants to make the author aware of minor or nitpick issues on the MR. The reviewer doesn't want to block the review and doesn't want to have to come back and resolve the discussion. Allowing for comments on a line of code would facilitate that.

Proposal

There is a disconnect between the MR discussion tab where you can add a comment or start a discussion. Adding a comment has no resolution needed but starting a discussion does need resolution. When on the code tab and adding a "comment" to a line of code is the same as starting a discussion in the main discussion tab. That "comment" button should be "Start discussion" but have the ability to still comment on a line of code and not have it start a discussion.

What does success look like, and how can we measure that?

The MR discussion tab shows the line with the comment in the overall history but doesn't have a "resolve" button as it is just a comment. MR can still be approved.
