CI pipelines are not started for merge requests

Summary

CI pipelines are not started for MR (from forked project to parent project) in gitlab.com

Steps to reproduce

Create a MR from forked project to parent project, not see pipeline starting, not see pipeline tab in MR

  • CI MR ran normal last week
  • User is developer rule in main project
