Exploration into GitLab merge request CPU issues

During the preparation of GitLab CE 11.1.3 we found that the merge request discussion / diff tab still has problems with large merge requests. See this comment: gitlab-org/release/tasks#375 (comment 91153731) as a starting point.

This issue is going to be used as a meta-issue to document the analysis of those problems.
