Add a CI check on this repo so that docs that could be CE don't pass

TL;DR - If a doc file exists in CE and it's modified here, CI should fail the build saying that docs need to be merged in CE.

I often will be working with a customer (running EE) and will make an edit to an EE file to upgrade docs and @axil will point me to make the change in CE. It'd be great if the docs failed a CI check and the requester could see it, and make the appropriate change.
