Making links in label descriptions more accessible

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Problem to solve

When seeing a label attributed to an issue / MR you have to hover it to see the description. But it is impossible to

  1. Click on links in the description
  2. Navigate to the label settings to modify e.g. the description
  3. Select the label description and copy it, e.g. because you want to argue why a label was wrongfully used

Further details

Currently, you have to leave your current context, move to the label section and then navigate trough a non-searchable, non-sorted list by clicking "next" to find the label in question

Proposal

  1. Make the tooltip stay when you hover with the mouse over it (currently, it vanishes if you leave the label div)

  2. Make links inside clickable

  3. Add a link to the label edit view (similar but different to gitlab-ce#26891)

I think, 1. and 2. are doable without much considerations. 3. might need some UX consideration, as the Label edit view is not openable for everyone

What does success look like, and how can we measure that?

(If no way to measure success, link to an issue that will implement a way to measure this)
