Wiki can not Attach a file: POST /api/v4/projects/XX/wikis/attachments 403 (Forbidden)

this is a known problem, recorded here gitlab-foss#55922 (closed)

Now, I have proved that this is indeed a problem introduced by new edition. I think Gitlab should resolve this problem

and the reason for this problem is obvious, recorded here gitlab-foss#55922 (comment 149013429)

and I have found that there is no this problem for edition 10.8.4, whatever access via domain name or via ip

and I also verified and reproduct this problem in latest edition 13.2.3
