Make Instance Statistics publicly viewable

Overview

In &4147 (closed), we describe the need for an instance-level overview of instance activity. Our first iteration will be admin-only, but we should default to making this information widely available to the entire instance.

Proposal

Re-introduce the instance statistics dropdown (pictured):

Options should be All users (default) or Admins only.

• If All users is selected:
  • Present Instance Statistics, Cohorts, and DevOps Score in (TBD).
  • The admin-level Analytics sidebar item should not be displayed.
• If Admins only is selected:
  • Display Instance Statistics, Cohorts, and DevOps Score in the admin panel, in the Analytics sidebar (#233833 (closed)).
  • Don't display this outside of the admin panel. Non-admins attempting to access these features should get a 404.
