Confidential Labels
Problem to solve
Today it's challenging to track Epics and Issues that map to a tag or piece of metadata that is confidential. A clear example is specific feature requests from a customer. A workaround is sharing salesforce links or 'relating' issues to a tracking issue. This gets bloated fast and prohibits filtering or scoping boards to that piece of data.

Proposal
Create confidential labels. A normal label that is only visible and usable by Reporter+. The label would act and behave like any other label but not be visible to guest users or public viewers.
Users with permission to view that label could easily filter for that label and view issues with that label appended. They could also scope boards or roadmaps to that label for easy filtering and progress tracking.
Further details
- Benefits internal stakeholders
- good for dogfooding (GitLab sales could use labels instead of commenting "customer x wants this ")
- builds a deeper use case on an existing primitive
