Geo: Add External MR Diff Metrics

External MR Diffs need metrics implemented per our documentation as a followup.

Definition of Done

• Merge request diff replication has metrics
• Remove exceptions from geo_node_status_check_spec.rb and geo_rake_spec.rb turning the features off.
