Increase frontend performance of Project Home page
Problem to Solve
As part of our Q3 OKR around improving performance, we need to improve the performance of the Project Home page.
Goal
forgeperf currently give this page a score of 27. There has been some discussion around wether or not we want to use this as our benchmark, but until we settle on a better scoring system, it's included here as our baseline:

Specifically, we're targeting improving the Largest Contentful Paint value by 25% (at least!), taking it to 4.62 seconds.
