Edit issue permission without access to project code

Problem to solve

We have users who are capable of editing and specking out issues that have been created by other users but should not have access to the project code. Ability for a role to edit an issue but not have access to the project code.

Currently we have to make these users "Reporters" so they can edit issues not created by them. This give them access to the project code.

Further details

The permission would allow users to manage/improve other issues without having access to the project code if not necessary.

Proposal

What does success look like, and how can we measure that?

(If no way to measure success, link to an issue that will implement a way to measure this)
