Label scope filters

Problem to solve

As a product owner, I want to list all the issues that don't have any label of a scope, so I can process them to add the needed label.

• Parker (Product Manager)
• Delaney (Development Team Lead)

A filter like Label Scope != workflow (for the sample) would be perfect.
