Customize project template for each new project

Problem to solve
Users might want to have a project template but when they make a new project from it not want to carry over everything from the template (examples: issues about the template project, pipeline history, etc).

Proposal
When making a new project from a template project, allow the user to choose from a list of project elements that they do/don't want to be included in the new project.
