maintainer unable to delete tag through git CLI

when a maintainer tries to delete a tag through git CLI he is getting this error:

Error: Error: Command failed: git tag -d v5.0.x && git push origin :refs/tags/v5.0.x
remote: GitLab: You are not allowed to change existing tags on this project.

but maintainers are supposed to be able to edit / delete tags. whats going on?
