Additional admin default settings for protected branches

Problem to solve

Add No one being able to push to protected braches in Default branch protection in the admin settings.

Proposal

Expand Default branch protection in the admin area -> settings -> Visibility and access controls to include another level of protection that allows No one to push to protected branches.
