Rename setting allow_local_requests_from_system_hooks to be more generic

!37622 (merged) changes the instance-level service External Authorizations to use the allow_local_requests_from_system_hooks setting to determine whether to allow local network requests.

There is an equivalent setting that governs group/project-level local network requests - allow_local_requests_from_web_hooks_and_services.

In response to adding additional services to the instance/admin-level setting, I propose we rename it to allow_local_requests_from_system_hooks_and_services. This will bring it in line with the equivalent setting as well as make the meaning more clear in referring to instance/system-level requests.
