Problem to solve

Bulk editing assignees is currently not user-friendly.

Example 1: I want to ADD someone the assignee of ten issues, if I do this currently, it does not add an assignee, it replaces all current assignees with the new one. Example 2: I want to bulk add/edit multiple assignees of ten issues (like you can within a specific issue), I cannot do this at all via the bulk edit issues page. It only lets me replace all assignees with one assignee.

Proposal

Allow for users to have flexibility over bulk editing assignees.
