Messed up view of Footnotes in Permissions Docs

Summary

The footnotes of the permission docs are having problems in rendering in Chrome (Version 67.0.3396.99) and Safari (Version 11.1 (13605.1.33.1.2)). I tried it on Firefox (61.0.1) but there are no problems.

Steps to reproduce

Visit Gitlab CE Permissions Docs and the same as with EE docs.
