Homepage redesign: collect user feedback with an in-app message linking to a survey

Invite users to fill in a survey in order to learn about the context of how they start using GitLab on a regular day, what they want to do and what information on the homepage would help them with that.

Let's use an in-app message that is shown on the homepage.
