Match Project Pending Removal Behavior to Groups

While reviewing !37014 (merged) it was noted that interaction style, alignment, and UI elements differed between Groups and Projects that are both pending removal (or archived).

Since the feature has been released the intention is to improve it in subsequent iterations to make sure the interaction styles are similar and the UI components are updated.
