[BE] Convert bar charts in Productivity Analytics to Proper Histograms

This is the backend aspect of Issue #12541 (closed), to convert the Productivity Analytics column chart to a histogram. This should be executed before the frontend aspect (Issue #23180) per https://gitlab.com/gitlab-org/gitlab-ee/issues/12541#note_201595813.
