Allow use of %{issue_ref} in a push rule to match all possible issue refs of GitLab

Description

Within the push rules you can define the rule it should match. If you want to be sure to match any issue ref on GitLab it would be nice to use the %{issue_ref} as stated in the automatic issue closing documentation.
