Support direct upload for non-generic uploads

gitlab-ce!19717 enabled accelarated support for generic uploads (uploads which use project's or group's /uploads endpoint for uploading files).

But some uploads are done through different endpoints (e.g. project or appearance logos are submitted with other form data). Although the amount of these uploads is minor, we should ideally enable accelerated uploads for them too.
