Allow users to create a new label list within an epic board

Problem to solve

When facilitating planning at scale across many teams or groups within my organization, I want a high level view of how my epics are moving through a workflow, so that I can track and report on the progress of features and initiatives.

How might we allow users to create new label lists within their epic board so that they may create more workflow stages for their epics?

Users can craft workflows for their epics to better track their work.

• The Add list dropdown triggers the Add list from label dropdown that currently exists within issue boards as well.
• The user can select an existing label, create a new one and select it, or manage their labels- as is consistent with the current experience.
• Other list options are not MVC.

What does success look like, and how can we measure that?

Users are crafting workflow lists. We could track how many lists they create and possibly patterns around naming conventions to allow us to better suggest defaults.
