Create todo from notification

Problem

This issue will handle part of the scope of https://gitlab.com/gitlab-org/gitlab-ce/issues/43474

Notifications are mostly a FYI instead of an actual todo item. However, there may be times where this isn't true and you want to create a notion for yourself to act upon the parent element of that notification. This also enables us to save a notification for later with it already being seen/read. Both of these things are currently not possible.
