Update Code Owner Approval Rules on CODEOWNERS file changes

When CODEOWNERS file is modified, resync Code Owner Approval Rules for all MRs that target the branch to which the modified CODEOWNERS belongs.

This would need to also trigger when an MR changing CODEOWNERS lands in the project's default branch.

Additionally, we need to scan for any of the possible locations of CODEOWNERS
