Problem

In order to let notifications https://gitlab.com/gitlab-org/gitlab-ce/issues/48761 work properly (as they will be marked as read as soon as you open the detail view and scroll the unread items into view) we need some notion of progress in the discussion/activity thread on issues/mr's/epics.
