"Your Projects"/Welcome page(e.g. https://gitlab.com/dashboard/projects) is visually bugged for Internet Explorer 11 when you don't have any personal projects

Summary

If a user without any projects logins to gitlab https://XXXXXX.com/dashboard/projects (projects --> your projects) with internet explorer 11(did not test with internet explorer edge) UI seems as attached:

Steps to reproduce

With internet explorer 11 login to any gitlab instance(even gitlab.com) with a user that has absolutely no projects, go to "projects --> your projects"

What is the current bug behavior?

UI does not look as it should be(i.e. from chrome the ui seems like below:

As the issue is also reproducible on gitlab.com not posting details about our gitlab installation, basically it is gitlab 11.0.2. Please let me know if any more details is needed.
