System note for labels set at creation for issues and merge requests

Problem to solve

When creating an issue, it is possible to set labels.

Analyzing issue history is complicated without knowing labels applied at creation time.

When the issue is saved, labels are applied but not listed in the issue notes, this prevent us from knowing which labels were present at issue creation.

Further details

When viewing an existing issue, it is possible to add a label (TODO for example) and it will be visible in the issue note (added TODO label)

Add labels applied at issue creation time into the issue notes.
