Filter my issues only by the labels within my issues

Problem to solve

I have a list of about 20+ issues. And I only have about 5 or so labels within those issues. It actually takes a long time to load all the labels within the repository in the filter (over 10 seconds). It doesn't make sense to show all the labels if I only have several within my issues. Here is the load time:

The benefits would be a much faster load time of only loading the labels within my issues list. It doesn't make sense to filter by a label that isn't within my issues because nothing will show up if I filter by a label not within my issues.

Proposal

I propose we populate the label filter only with the labels within my issues list. This will cut load time of the labels filter by a lot and make it easier to filter because all the labels will by right at the top of the list.

What does success look like, and how can we measure that?

Success would be a dramatic decrease in load time and having the labels I can filter by right at the top of the filter list.
