Ghost User contributes to "active user count"
Overview
With the implementation of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/7393 - Deleted users issues (+ data) are retained and a new "Ghost user" is created. This user counts towards the instances active user count which as specified in the license FAQ is billable.
