Improve nav bar plus "+" button issue creation - allow more flexible issue/epic creation regardless of current Group/Project

Edit: This issue is looking for a smarter "New+" menu in the top nav. Currently it relies on your current location (which group or project you are in) and the menu options change. There are a few problems with this:
- The menu is unpredictable. Users don't know why they see some options sometimes and different options other times.
- If you aren't currently in the project or group where you want to create the issue or epic, you have to reverse out of the task, navigate to another page, and try again.

Original Issue Description
The + can really be improved to create an issue on any screen for any project in the group, or sub group. Having to navigate to explicitly a project to create an issue is overwhelmingly poor UX. I can't imagine it would be that difficult, but the value for such of a feature is enormous.
For instance when I'm on gitlab, I frequently want to create tickets for both CE and EE, and having to find them first isn't the best, especially when I can remember what the name is:
