Change "View Full Report" button in License Compliance Widget to GitLab UI (<gl-button/>)

Problem to solve

Testing recently introduced a view full report button that uses the GL-Button that is compliant with the Pajamas Guidelines (Icon First / Text Second).

For the sake of UI consistency and avoiding eye-sore, we should change the View Full Report button in the Secure widget to use the GL-Button as well.

Implementation plan

• Replace anchor tag with GlButton, e.g., as in the Security Reports widget
• Update any specs, if necessary

Testing

Run the Package and QA job, if QA selectors move with the relevant controls then the Secure tests should pass, otherwise update QA selectors / the E2E tests.
