[FEATURE REQUEST] Allow GitLab-Variables like "PROJECT" or "NAMESPACE" in External wiki url

Problem to solve

As a GitLab user, I want to have a link to an external wiki page per project.

As a GitLab Admin, I want to set the External wiki url like https://external-wiki.example.org/<NAMESPACE>/<PROJECT> and get it generated dynamically per project.

Intended users

All users who have an external wiki structured like the GitLab-projects.

User experience goal

The user should be able to reach the external docs to every project by one click.
