[Feature flag] Remove disable_metric_dashboard_refresh_rate feature flag when we confirm performance is not impacted

Remove the :disable_metric_dashboard_refresh_rate
feature flag.
In %13.2 we implemented #229831 (closed) as a precaution, in case it might impact the performance.
We should monitor different metrics to check if there are issues, and if everything is ok, we can remove the feature flag completely.

Enable on GitLab.com by running chatops command in #production

Announce on the issue that the flag has been enabled -
Remove feature flag and add changelog entry -
After the flag removal is deployed, clean up the feature flag by running chatops command in #production
