Empty State for the Incident list

Users are presented with an informative empty state when there are no incidents in their project.
Proposal
To align the presentation of the empty incident list with the presentation of the empty issues list:
This will achieve two things:
- Since the user won't have opted to turn the feature on, it will let them know what the feature is so they can consider utilizing it
- It will give them a quick way to start creating incidents

The end to end test for incident management uses the current top right create incident button. To avoid breaking the test flow, please use the same selector on the empty state's create incident button.
